Let's focus on Iran and Russia. We're heavily sanctioning both countries, and have been for some time.
US Trade Representative.gov doesn't list Iran for some reason, so I used Census.gov (https://www.census.gov/foreign-trade/balance/c5070.html). In 2024 we had an overwhelmingly positive trade imbalance with Iran. (we import roughly $10 million in stuff, we export $90 million). This is up $30 million from 2023. Clearly, they're not "ripping us off."
Yet he's hitting them with a 10% tariff. Why? Maybe it's what we import? Maybe the small amount we're importing is out competing what's made in the US? Using the 2023 data on OEC.world we can see the breakdown of what we import from Iran. It's... paintings, sculptures, brochures, antiques,and other stuff. Those are luxury items. So... the kind of people who buy those things aren't going to be dissuaded by a 10% increase.

Which, in 2023, amount to $2 million in imports from Iran. In total. In 2023 we exported $60 million in stuff to Iran. Clearly, massively in our favor.
Now with Russia, according to the US Trade.gov site, U.S.exports to Russia in 2024 were $526.1 million,. U.S. goods imports from Russia totaled $3.0 billion in 2024. The OEC website is timing out on Russian data, so I can't break it down like with Iran.
We're selling $500 million to Russia, but we're buying $3 billion from them.
This is the exact situation that Trump "logic" says we're getting ripped off. We're buying way more from them than they are from us. This is the situation, again according to Trump "logic", where a tariff should be applied. By comparison, the Iranian situation is where a tariff should not be applied. That's if Trump "logic" were an actual coherent economic policy. But we're not doing that. Because this isn't a coherent thoughtful policy that is consistently applied.
Observation tells us that this isn't a coherent thoughtful policy. He's hitting countries like Iran and places like Heard & McDonald islands (uninhabited islands) and have no trade with the US. But he is leaving Russia un-tariffed.
