basically make a stream where you have to appeal to be allowed in other streams so we don't have any bots spamming bowser fart or some shit

im already implementing "newbie" and "user" account status (like scratch's new scratcher vs scratcher) status where your account will basically have limited ability until you either reach a point requirement, verify your email, or both (havent decided).

the newbie acc status would for example apply chat and comment cooldowns, have upvote restrictions, etc
