It’s because Cyndaquil was a starter in the first legends game. My guess is, if they make a third legends game, they’ll round it out as Snivy, Popplio, and Litten as the next trio since Deciduye and Samorott already got this treatment. At least Snivy is a likely candidate if they do this again.

I still think they should have don’t Piplup, Snivy, and Scorbunny. Nothing was stopping them from using starters that released after gen 6. They used Rowlet in Legends Arceus

Tepig is in the same gen as Snivy, which is why I think it’s likely Snivy gets one next game. The other Johto starters haven’t exactly gotten anything so I can see why they get special attention after Gen 1 and Gen 3 had their moments to shine when they got megas. It also gives them a chance to make these pokemon better since they don’t normally appear in the competitive scene like the other starters. Chikorita is actually considered the worst starter in history and has had no change to its move pool so it possibly getting buffed is pretty good, along with Totodile also getting attention.
