I'd say that it's more likely that they didn't want to do the same starter in two Legends games. The leaks about the Typlosion thing, or Typhlosion being in the game as a whole, don't exactly mean that Cyndaquil was one of the chosen starters. Arceus had more than three starters that can be caught in the wild, it wouldn't surprise me if they did the same in AZ.
