Pretty much everywhere that has 'free' health care also has got very little to no military because it depends on the United States to keep it free.
Aside from the known negatives of socialized Health Care -- such as terribly long waiting times and frequent rejection of needed attention because of scheduling and budget consideration runarounds -- if such nations HAD to be able to adequately defend their own sovereignty then they wouldn't also be able to afford 'free' health care.
