POWs and hostages are 2 different things, hotages is when someone is taken and held captive because of political tensions, so when Hamas attacked Israel, their were no war going on, they attacked because of political tensions, while Palestinian prisoners are not considered hostages because since Hamas started this war and when IDF troops entered Gaza, they arrested Hamas terrorists, and their collaborators.
