You're not wrong.
I don't know what frequencies they're using for drones -- probably many of them -- but at a top level, jammer and router functionality is similar. They're both radio-frequency receiver-transmitters.
I'm just guessing on the drone-jammer receiving function, but the best jamming systems first detect whatever's there, then blast it with noise.
Truth be told, as much junk as I watch on YT, my wifi router carries noise more than anything else!
