Kakistocracy can mean rule by the incompetent as well as the corrupt. It's a good word and not gone, but what I'm working on is a term that means a government or society where abuse in all its forms--psychological abuse, physical abuse, sexual abuse, spiritual abuse, financial abuse--is both the means and purpose of power. Kakistocracy refers to who is ruling more than how or why. I'm thinking of a situation where the government is like an abusive father who keeps his wife and kids under his control by beating, raping, and preaching patriarchal religious doctrine to them so that he has someone to control, beat, rape, and serve him.
