It depends on your interpretation of the lore. Directly, N killed Tessa since he was the one who actually harmed her. Indirectly, Cyn killed Tessa because she was controlling N via the AbsoluteSolver. If you wanna get REALLY technical, neither of them killed her because the AbsoluteSolver was controlling Cyn who was controlling N.

Well yeah, but that was after she died. You can skin someone without killing them.

If skinned, Tessa would have survived a few DAYS at most, and that implies that cyn cared whether or not she lived. The massacre likely took place years ago.

She had already died. The massacre did happen years ago, since Cyn needed time to modify N, V and J's appearances (and those of any other Disassembly Drones she sent), during which time the Worker Drones were deployed to the exoplanets, the humans destroyed Copper-9, and the Workers adapted the mannerisms and lifestyle of humans.
