Some people are so mentally under, or born deformed, that they cannot work. This has always been a major burden to families, and that is why group homes help special needs people, and that is why this country was once filled with state homes, and asylum. Still this country has a dark past of harming those less fortunate. I would like to say it's gotten better, but if you look at the homeless crisis in some areas, it still needs work. When Ronald Regan deinstitutionalize asylum hospitals, all these people were forced to live on the streets. I think if you were born special with no way to communicate, and no family with the means to support, you should have the option of care and someplace to live. I guess if humans don't currently have a right to basic needs, then someone needs to make a law that gives them that right.
