If a US builder imports steel from China it harms US manufacturers AND removes that money from the US economy and adds it to China's.
Not to mention the US government losing the tax revenue...you know, the cash Joe has been giving to Ukraine instead of making debt payments.
A 50% - 60% tariff equalizes the price and is paid by the builder importing the steel.
This is done to make the price competitive with the intention of encouraging purchasing from American steel manufacturers and provide some measure of security to the US steel manufacturers that employ American workers.
Is the cost passed down the food chain?
Of course.
Same as the American worker's $60+/hr wage plus benefits is passed on to the various consumers.
