Well we also have examples like Avatar The Last Airbender. While it didn’t originate from Japan, many people still consider it an Anime because of its art style.

In my opinion, anime isn’t locked to Japan, it can be a worldwide thing. For example, consider how the Pokemon animes made it over to the USA. At least the American version is a truly American anime.

I haven’t watched The Boondocks, but their art style could very well be influenced by anime.

You see I agree with that statement technically if it's in the style of anime it should be considered anime but unfortunately since it wasn't made in Asia we do not, and while I'm not saying that all cartoons should be considered anime it's just if the style is close enough I feel like it should fit into the box. I mean seriously people have been majorly confusing me on whether or not Castlevania is an anime or just an animated adult cartoon
