Government-based regulations allow for things like thresholds to exist. The vigilantism that you’re suggesting allows any person to make the decision of eliminating someone if they are doing something particularly bad on behalf of the entire society, which is not fair for the rest of society if they had been benefitting from that single individual, as they were not democratically chosen.
