No I don't think not building anything is a better alternative. I'm just saying that building more condos isn't solving the housing crisis, rent is still high therefore people cannot afford such condos and another reason why more high rise condo buildings in the downtown area of the city doesn't solve anything is because zoning laws are way too restrictive, basically only allowing either a high rise building in the downtown area or a single family detached house in the suburbs. The solution is to relax zoning laws and let all kinds of other properties be built, these are what's called "missing middle housing" letting other buildings be built such as low rise apartment buildings in the suburbs, multiplex housing, etc. Another major reason why more downtown condos aren't the solution is because these downtown condos unfortunately tend to be poorly planned, the layout of the condos tend to be way too small and cramped and impractically designed therefore no one wants to live in such condos.
