No it did not. It got so bad that police response times from being overwhelmed with waves of crime was hours not minutes. People stopped reporting crimes. Quality of life crimes like pooping on the street were ignored completely. Shoplifters run rampant openly walking out of stores with goods. Stores made policies to fire employees who tried to intercede, thus adding fuel to the fire. It continues still.
