to put this into perspective: The LCSC (Lewis Clark State College) Public Safety division, which has 10 officers, gets 1 million in funding each year, that includes pay, and they are given: Ballistic vests, helmets, patrol rifles and everything.
Swat FBI has 1100ish members, each are payed 60k a year, so that's 66 million in just pay. The FBI usually funds around 500 million to their swat team a year, so that's enough to give them the highest grade tech AND pay

Considering only 26 of them are full time on the team, thats even less to pay...
