Making the problem worse - intentionally

They're doing it in the parks in other cities in Los Angeles too, near schools, and other disregard as well.
Recently a child fell and cut itself on a used glass pipe. As with the needles it's distribution not exchange. And the most interesting thing to me is that treatment of any kind is not offered.

Treatment would for making the situation better.

They're not trying to make it better.

I agree they're not trying to make it better. In my opinion it's cheaper for them to overdose than it is to put them through treatment.
So the Los Angeles Health Department can bring criminal homeless addicts to your town too. And you can do nothing about it.
