All petitions require address and signature. Convenient the words used were "provide signature & refer a friend." He mailed out checks for $47 to all those folks, too...he definitely has their addresses.
I hope this didn't happen very much. If at all. Would be illegal. I'm in a small area where men like that MIGHT have gotten away with it but only once. There was a law enforcement officer outside, too.
