What’s wrong with the button?

It is behind the *word for the thing you hold on in bus*.

How do you call it in english that hides the button in this picture?

Bar, handrail, handlebar or handhold. Most American English uses say "bar" as in "a steel bar," but all four of these work.

The button itself is something to do with disabled people who may be riding the bus. My guess is, it lowers a ramp of some kind so that people on wheelchairs can enter and exit. Whatever the reason behind its placement, I'm pretty sure there are laws in place regarding this sort of thing and how accesable it has to be (or how much something else can block access to it).
