It's a matter of skill. Take The Witcher III, for example: Because of all the level-ups I get and the rapid-fire back-to-back quest fails, I find myself piled high with an odd combination of weapons and armor, some of whoch is F**KING JACKED and some of which it like wearing a single felt square over ny jugular. I have an odd tendency to leave weapons I want to use but don't want to sell in my stashes, at the expense of those weapons doing nothing when I come back to them. Therefore, I've gotten good at fighting weaker enemies with very high-end weapons (upwards of 199-234 DPS), so I could fight stronger enemies with weaker weapons (with my weakest being 8-16 for a Witcher's Steel Sword). Besides, Blade from the Bits and Winter's Blade scale damage with ny character level as long as they're in my inventory. I'll be just fine with two steel swords that do that.
