He's highly into hard rock music. He's kinda like that emo kid in the back of the room, but he's kind and funny

My suggestion is to just start out on being his friend. Since he's new, he probably doesn't know many people. Slowly get closer to him and then randomly drop that you like him. (I have no clue if this will work you should get someone who actually knows what they're doing to help you)
