Most of the time people should make their own page since they obviously are the best person to provide information about themselves (because they are themselves). Then an editor (usually Yoshi or me) can clean it up to make it up to wiki standards.
Times when they didn’t make their own wiki page were brought about when an editor (in this case, almost always me) created a very simplistic wiki page of a user and then asked them to expand on that. But we generally prefer it when users make their own pages.
