Alright, that will be what my cast is called for her, specifically because they're equipped with not just great guns, but great words to talk their way into anything.

I would equip them with up-to-date guns

Well, there's a whole system for that, verification, testing, finding a reliable corporation to fund for the weaponry, learning how the ammunition is made so it can be replicated, making new divisions for those with those guns, not to mention the mounds of paperwork that has to be gone through.
