You wouldn't be laughing at Bart's crimes if you were the victim of one. Bart Simpson is the ten year-old equivalent of The Joker, an evil monster who has no respect for anyone or anything and causes trouble just for the sake of causing trouble. Almost everyone else in Springfield hates Bart as well, probably because he's done many more terrible, rotten, indefensible, evil things between episodes that we know nothing about.
Have you seen the Simpsons episode "Boys Of Bummer"? Most people hated that episode because in their eyes, the entire town was encouraging Bart to commit suicide just because he lost a baseball game. Here"s the truth: The town of Springfield was encouraging Bart to commit suicide to end his reign of terror before he grew up to become the next Osama Bin Laden or Timothy McVeigh or Saddam Hussein or Adolf Hitler. Nobody has succeeded in redeeming Bart, so the vast majority of Springfield citizens thought they were doing Springfield (and possibly the world as a whole) a gigantic favor (and even saving lives) by goading Bart into committing suicide.
