Jimmy Carter meant well but generally sucked at being president aside from maybe the Camp David Peace Accords. Joe Biden never meant well and sucked period. So for most sucky presidents I put Joe Biden first, Barack Obama second -- because he was a professional race agitator and he blatantly hated this nation -- and Jimmy Carter third.

Right now after 532 Vacation days this presidential term, I'd have to go with Biden.
