It's actually the blue dragon sea slug!

Air & water, nice how these two totally unrelated animals made a reflecting pair,,,

I believe it's because they both had a common designer...😉

Some outward similarities, but otherwise radically different. There's a whole bunch of sea slugs with various strange and beautiful forms, even looking like fish.
