As far as video games having "no guidelines" that depends on the game. The Grand Theft Auto series of games has no guidelines, but many military-themed first person shooters will give you a "Game Over" screen if you shoot an unarmed innocent bystander. Some of the Tom Clancy games began by selecting team members for your squad before embarking on the campaign of missions, and if one of those team members died, that team member would be unusable for the rest of the campaign.
