Are you familiar with the term “pack the court”? Congress has the ability to write new laws whenever it wishes. They still have to pass constitutional scrutiny when challenged.

"Packing the court", yes, that's something Democrats want to do (up the number of judges) when they don't like a majority of conservative judges who don't interpret the constitution in the loosest possible way. An Originalist judge is to the Constitution as the Pope is to the Bible, neither read meaning into the written word that wasn't intended by the original writers, and there is something for everyone to hate when that is the case. Roosevelt (FDR) tried to do it because he though the court at the time would gut his New Deal. As it turned out much of his new Deal passed in spite of the balance of the SCOTUS. "Packing the Court" didn't work out for FDR. it came up again, as recently in Biden's term, by, you guessed it, the Democrats, because President Trump appointed conservative judges. As it didn't happen during Biden's term I suppose Congress didn't want to touch the issue either.

Interpreting the constitution IS the purvey of the Supreme Court, the problem is, when judges insert their own biases into their decisions and want to use their judicial powers to advance an ideology or societal goal.
