Nobody 'scuttled' anything - the Trump Administration didn't have a bill, it established through executive order a voluntary, time-limited (valid only from 2021-2023) model known as the Part D Senior Savings Model, in which plans would need to cover at least one of each dosage form and type of product at the $35/mo price point.
Less than half of Part D plans chose to participate in that program.
Biden signed, as part of the Infrastructure Reduction Act, a law that requires all Part D plans to charge no more than $35/mo for all covered insulin products, and limits cost sharing to $35/mo on Part B plans. This took effect last year, and is permanent.
Trump likes to announce things, but he has little to no ability to follow anything through - it was true on 'Lock Her Up', it was true on 'Build The Wall', it was true on '$35 insulin', and it's just as true on tax-free tips.
