I doubt the former after she locked up non-violent offenders beyond their time served and bailing out violent rioters and domestic terrorists during 'summer of love'.
I doubt it, too. She never had “a heart” or any compassion when she was younger. She was always ruthless and full of blind ambition. Doing whatever it took to get what she wanted. Just like she does now.
