NO, IT'S NOT.
People who vote by mail tend to be lower income or single parents with young kids or old folks without transportation, or people who only get paid for hours worked, etc. They tend to vote Democrat.

In 1995 a few months after I moved to Dallas my car DIED and I could not afford a new one. On Sunday I decided to take buses to get to the nearest Catholic church, which was 2.2 MILES AWAY.
It took TWO BUSES to get there and 2 back. One north-south and one east-west. ON SUNDAYS those buses only run ONCE AN HOUR. It was a THREE HOUR round trip! So I didn't go there anymore.
Imagine if that was the closest in-person voting place. I probably would not vote if I could not do it by mail ...

I live in a heavily business district about 10 miles from DOWNTOWN DALLAS. The nearest Post Office USED TO have FOUR outside mailboxes. Since DeJoy's destruction it STILL has NONE. If you want to DROP OFF A LETTER THERE you have to GO INSIDE ... DURING BUSINESS HOURS.
