It isn't, but for sake of argument, SO WHAT if it IS a conspiracy? Congress has passed bills and resolutions with no other value than Virtue Signaling before. Why not pass a law formalizing Congress' stance AGAINST child pornography, thereby signaling their opposition to such a heinous thing?
