Definitely three. The very last was counter sniper (suppressed) taking out Crooks. There was a report that local officer missed (possible fourth gun) then federal agent got the kill shot.

This is a picture of the sniper team that did not take the shot. Their view of the roof was obstructed by trees. (Possibly planned that way, but that is fodder for a different conspiracy).

It was actually a police sniper team from further out that actually took the shot.
