Actually no it didn't. Reagan's Alzheimer was less obviously advanced than is Joe Biden's dementia but Reagan was a hated by the media of the day as Trump is today; and so his every brain fart was scrutinized. Thus for the second term the presidency was essentially divided between George H.W. Bush and James Baker. Everyone knew it, but nobody said it.
