You libs just come up with more & more what if .. instead of addressing the real questions. A water tower is the ultimate high ground ( also has a 360% walk around and This one looks like has railing to rest your gun on. ) to watch for roof top snipers. you apparently know nothing about security and control the high ground or have never hunted from a shooting stand.
