A majority of the improperly disposed worker drones have a very little percentage in getting the Absolute Solver activated, while Disassembly Drones always have them so they can re-grow limbs.

Buuuuuuut if you remember in episode 5, Uzi removed Cyn as administrator and replaced it with her so the Absolute Solver cannot activate in them anymore, while still apparently retaining the saliva that allows them to regrow limbs

All Murder Drones have the Solver. When Cyn turned the Worker Drones in Elliott Manor into Solver Drones, she somehow transferred the Solver into their code, thereby allowing the Solver itself (controlling Cyn's body) to control the Solver Drones. As evidenced with V, J, and N, all of the Solver Drones Cyn created became Murder Drones before being sent out to the exoplanets to do Cyn's bidding.
