Actually, the Workers are implied to be at the very least 18. The Murder Drones, as well, are 18+, since it's impossible to determine how long they were active before Tessa brought them to Elliott Manor, then how long they were active *in* Elliott Manor, and how long they were active as MDs, but it's at least 18.

uzi and the people in general refer to her as a "angsty teen". teenage years span from 13-17, which makes her legally minor

Actually she's around 19. Her behavior is a stereotype of angsty teen behavior, but she's legally an adult.

It doesn't say, though Uzi mentions in episode 4 (I think) that she's sat next to one of the other WDs for "years," which at least implies that this time period she's referring to is over the course of four years. A model we could use would be based off of my age: I'm the youngest person in my class, and I'll be 15 in July. This past school year was my freshman year. Not sure if that helps at all, it's just an idea I had.
