I use a simple method, if person that has never asked for anything shows up asking for help, helping them is almost always an automatic yes. The people that hit me up often are given work to do, most of them never come back. A few families already know when I cull beef they will get meat, eggs and other things we have in excess are sporadic.
There are two types of people that ask for help: those that want a hand up, they will work it off or pay it back.
The others are leaches, they demand you elevate them and help them get everything they want, basically typical democrats. If you help them once they will return over and over, each time demanding more. They get cut off or sent to an area church for help. I always laugh when they get angry because I will not pay their bills. I am all over helping people that are making a real effort, but I will also let them live under a bridge and never think of them again if they are leaches.
Work out here is hard and it helps separate the groups. If they really want to change their life, we give them hard back breaking work (same stuff we do), the ones that work out can move up quickly. The others refuse and walk away. They are someone else's problems now.
Side note, I helped a soldier with a $500 loan, I never expected to see him again, but he paid me back. I bought a fraction of bitcoin, that paid me back a few times over. Sometimes people earn a place in our social circle and become part of the solution. Common problems are getting easier, because we have a network of people that repair things and on occasion just buy them what they need, that is usually special cases like widows.
I know this is a long explanation, but I really think the people living outside of major cities are the kinder, more helpful and have better lives.
