Putin tried to get China to agree to "Dump the Dollar," by calling in all the Bonds it held during the Great Recession. They declined. They like capitalism, as much as communist can.

Both major American political parties have supported the international economic engagements that have produced the growth of capital which supported a quality of life for our citizens strong enough to weather economic bad times. Closing off might be desirable to a Dictator. But, those to whom he would dictate would lose the vibrant free-enterprise system that is the foundation of our political and personal freedoms.
