"Safe" = a lie, & "Effective" = a lie. But they pushed so hard. They were so certain when there was no indication of why they were so certain (because they knew they were lying). But the COERCED people into getting it or losing their jobs. I'm sure anti organized crime laws were brounght in to deal with COERCION as a criminal level offense.
