The CIA is a unique organization. It is prevented by law from bragging about its successes, which are many. Its failures can usually be traced to a politician launching an action based on their over enthusiastic view of a report with a moderate or even lower estimate of likely success. An example would be JFKs launching of the Bay of Pigs Invasion in Cuba. Richard Nixon was a big fan of this proposal, which was developed for the Eisenhower Defense Department. Ike did not Green Light it. It failed because it over-estimated the Special-Ops capabilities and under-estimated the Cubans and other obstacles. The CIA generally plays things straight. George H.W. Bush was the CIA Director for Nixon. If it was not viable, he would have dumped it when he became President. He was not a fan of wasting money.
