Yes, of course you need to replace "America" with Hitler's "Germany" or "Deutschland" to be exact, and it's the exact same message for his own propaganda in his own country. "Machen Sie Deutschland wieder großartig" or "Make Germany Great Again." I'm not sure how that was so difficult to discern, I didn't have enough space to clarify and though it was an important message. Since the internet is easy enough to look it up to discover, yes, Hitler did, in fact, start the slogan that many harmful presidents used to manipulate since: "Make [Enter Country] Great Again."
