Blue's case was interesting. Mods followed some unwritten ban-on-sight rule, that sometimes led to regular users' alts being banned after being mistaken as Blue alts.
The reason we banned the first ever Blue alts, was because after Blue broke some stream rule (possibly, spammed flags), they made alts to bypass that one ban. And the point of the bans was to prevent that bypassing.
At one point, more than half of all the bans in the list were "Blue alts" even though Blue didn't have a main account on the site.

They were unbanned most of the time.
I practise unbanning all alleged "Blue alts" occasionally. Some of them have no comments or posts, and are just banned for following the stream.
Mods were always warned against it, and everyone's a little more careful now.
