Right, that was the entire point of not just the bill of rights, but the constitution in general. It was meant to limit the power of (a.k.a. hamstring) government.
What people seldom realize about Supreme Court cases is they are not deciding if something (like abortion) is right or proper, they are deciding who (state or federal), if anyone, has the right to regulate that.
