That's a good question, and honestly a good reflection, but unfortunately making food is like, NOT easy. So people should be payed for it.
And better way to pay them would be for the guy needing them to pay it.
Also no food selling = no food hierarchy and limits, so like it's kinda a regulator for eating too much, which over the years transformed into "be rich or eat junk".
