I think I'm missing context, so I'll give you the benefit of the doubt for now.

Handmaid's Tale - Serena Joy is a Wife in Gilead who reads and is punished for that transgression by having a finger removed by the religious authorities.

In the Handmaid’s Tale, only men are legally permitted to read. Serena Joy (often compared to the GOP representative above, can’t remember her name lol) is found guilty of reading and her finger is amputated by the religious authorities. Therefore, she has to memorize her speech by heart to avoid reading, and therefore violate the anti-reading law.
