i mean that is kinda true. altiar has a very complex past. his mother separated him from his twin brother and sent them both to live with different human families even though they are both dragons.

But they remembered each other and eventually were reunited. Ryuga called Altiar's office to talk to him and ryuga said "Drem yo lok" which is thuum for hello and Altiar said "aaaa hi tinvaak Thuum" which is thuum for aaaa you speak thuum. Then ryuga said "is this Altiar kronosaki?" then Altiar said "yes this is. Whom am I speaking to?" and ryuga said "I am ryuga . . . Kronosaki. You and I . . . Are twin brothers." then Altiar said "I knew I would find you eventually! Where are you?" then ryuga said "I'm at the Los Angeles international airport. Coming to find you to catch up on all the lost time." then Altiar said "I'll send my guard to come and pick you up in my chopper. Stay right where you are!" then Altiar sent the chopper to pick up ryuga and ryuga was escorted to Altiar's office and they hugged and they had a few drinks. And then ryuga asked "how much is a house in Malibu?" then Altiar said "I'll pay for your house. You choose it illy for it!" then 2 months later ryuga became a Russian American citizen. And moved in next door to Altiar.
