my guy uses such high volumes mainly for scaring of enemies (though if he needs to deafen someone, then he can and absolutely will use it for that), using a thingy called the Aural Intimidation Sound Emitter which itself is a permanent component of his standard voice and speech module, usually it emits a fairly deep screech that if used right can somewhat "blend" with ambient background sounds making it even scarier cause you likely won't know what the hell is making the noise — that said, though, if needed, he can crank the decibels way up, not to mention that he can emit the noise at practically any frequency...
