The first premise is absurd.
The homeless given a monetary handout, have yet to demonstrate an ability to be
responsible with their own earned money. Let alone a handout, redistributing others money.
Might want an incentive program.
Just sayin'
One is certainly welcome to provide evidence of their initial claims of how to better be a spendthrift.
Otherwise, assisting other humans that have been harmed in ways that deserve a strong defense,
is the right thing to act upon at this precise moment in time.
