Not only is this bill not a border bill for that reason, it's not a border bill because it doesn't give the POTUS any new powers. Powers that Demented Joe claims he doesn't have but needs to fix this crisis (you know, the one that he caused...)
In fact, the powers the bill defines are actually less than the powers he already has based on the Immigration Nationality Act, section 212(f) which lets him ban anyone he damn well pleases from coming into the country. He just doesn't damn well please to stop the invasion.
